Penghuy is a Cambodian qualified lawyer and a commercial arbitrator registered with the National Commercial Arbitration Centre (NCAC). He has been practicing laws for more than 6 years with a specialization in tax law, secured financing, commercial practices, securities law, insolvency law and commercial arbitration.

Penghuy started his career as a legal advisor at a regional law firm’s office in Cambodia with a focus on corporate and commercial practice. He assisted clients on various matters including incorporation, corporate compliance, labour, taxation and merger & acquisition.

Upon the graduation of his LL.M. degree in 2018, Penghuy joined a law firm in Cambodia as an associate, and has built up his expertise in banking & finance, real estate, employment, tax and commercial arbitration. He led due diligence exercise for a number of IPOs in Hong Kong, and for acquisition purposes. He also assisted banking clients in loan transactions (including syndicated loan), risk and compliance advice, and project finance for solar power and waste collection projects in Cambodia.

Most recently, Penghuy joined a banking and finance practice group at a top tier regional law firm, where he regularly assisted offshore institutions on loan facilities provided to local banks and financial institutions. He also advised local and international clients on an array of matters relating to project finance, lending transaction, banking and securities regulatory advice, and financial technology.

Penghuy is a business registration agent accredited by the Ministry of Commerce, obtains a tax agent certificate from the National Tax School, and is qualified as an approved person in securities sector.

Penghuy gives lecture on business organization, tax law and insolvency law at the English Language Based Bachelor of Law (ELBBL) at the Royal University of Law and Economics.
